Up to level 20, rings and amulets are hard to come by.
Correction: prior to TBC, they were hard to come by. With the Jewel crafting profession, lots of people create lots of low level rings just to level up. You can find these on the AH for very cheap.
Check out a handy list here. The Bronze Band of Force, is pretty sweet. You should be able to pick one up for a couple of gold. Sure, that's a ton of money for that character level - but it's nothing for an alt. Plenty of green rings for 20-75s too. Here's a good list for amulets.
My update: level 18. So close to cat form, yet so far away....
